Parks Needs Assessment Plus (PNA+) Implementation Plan

The PNA+ Implementation Plan is a bold, forward-looking strategy to address park inequities across Los Angeles County – from its urban centers to its rural edges and everything in between. It provides a strategic roadmap for the next 10 years to guide park and open space investments across Los Angeles County. It includes new data and tools to inform policy, funding, and advocacy efforts that advance equity in park and open space access.

The Plan includes:

  • A 10-year countywide vision, with shared values, goals, objectives, and action steps.
  • Short case studies that show how these goals are already being put into practice.
  • New data and maps that highlight where park needs are greatest and where the best opportunities for new parks, improvements, and programming exist— including across the three state conservancies in LA County.
  • Strategies for improving parks through programming and operations, not just new development.
  • An overview of funding sources that could support implementation.
  • Policy and systems change priorities to help remove long-standing barriers.
  • A countywide call to action for collaboration and investment.

The plan results from leadership from Los Angeles County, three state conservancies operating in Los Angeles County, 15 PNA+ Coalition members, CBOs, and other regional stakeholders. The Coalition’s contributions were instrumental in shaping the Plan’s strategies and recommendations, ensuring they reflected needs and priorities of communities that have historically been underrepresented in park planning and funding decisions. By integrating community priorities, leveraging partnerships, and advancing equity-centered policies and programs, the PNA+ Implementation Plan lays the groundwork for a healthier, more resilient, and environmentally just future for all.
